Interstate Data Sharing Network Links 120 Arkansas and Oklahoma Agencies

The Ft. Smith (AR) Police Department and Oklahoma County (OK) Sheriff’s Office have been recognized by the International Association of Chiefs of Police (IACP) for a new system that helps over 2500 police officers stay ahead of crime across the two states. The two departments received the 2011 “Excellence in Technology” Award at IACP’s Law Enforcement Information Management Conference in San Diego, CA on June 14th. The award, for the I-40 Corridor Law Enforcement Information Sharing (CLEIS) Network that both agencies created and manage, was accepted by Oklahoma County Sheriff John Whetsel and Ft. Smith Police Chief Kevin Lindsey.
The CLEIS Network, which currently links more than 120 law enforcement agencies in Oklahoma and Arkansas, lets officers in the field from different jurisdictions share information via mobile data software from InterAct Public Safety, including InterAct Mobile on in-vehicle laptops and PocketCop™ on BlackBerry™ smartphones. A check run on a person by any officer, for example, will not only return Federal and state warrants, criminal history and Department of Motor Vehicles data, but also local information from all participating agency records management system (RMS) databases, field interviews documented by other officers in the field, and records of recent inquiries on the same subject or vehicle. That extra information can help the officer make better decisions on how to deal with the incident and the subject, according to Chief Lindsey.
With CLEIS users across all jurisdictions can also communicate directly with one another through silent, secure, scanner-proof text-based messaging. In a cross-jurisdictional or interstate pursuit, for example, rather than having to get on the radio and have a dispatcher call neighboring departments to alert their units, an officer can see those units right on the InterAct Mobile or PocketCop screen and contact them directly saving valuable time.
In addition to county sheriffs and local police departments across the two states, CLEIS includes state, federal, military and tribal law enforcement agencies. More than fifty departments have joined the CLEIS Network in the last two years alone and we expect more this year, observed Sheriff Whetsel. Information sharing is a force multiplier, making everyone more productive and enabling us to do together what none of us could do alone.
